Looks like a cosplayer girl and another person with a phone having some fun.
I think such "footage captured" kind of stuff lost its significance in the last 30-40 years because the capabilities of the devices improved to a level where the creation of such a blurry picture requires deliberate effort.
If it was a real angel it would have gotten its ass fucked by everyone in town. Read the bible niggers, once you see an angel you cannot resist the urge to fuck it.

Not at night with a camera set at auto. Which should apply to most phone cameras. Flash won't matter at that distance either.
I would've said mothman too but those are supposed to have eyes at the same height as the shoulders, this one seems to have a small head like a mobile suit, so I'd say it looks more like a classic demon. Mothman also shows himself exclusively to teen girls and are seen as symbol for sexuality in some way. Not what comes to mind when seeing that pic.

looks like a palm tree, maybe got some ice on it to stick the branches together like that, weight them down. Look right next to it, there's another palm except the branches are all spread out
